Public Hearing Notice: Proposed Special Assessments
The City of Moorhead will hold a public hearing at 5:45 pm on Monday, Monday, July 13, 2026 at the Hjemkomst Center, 202 1st Ave N, Moorhead, Minnesota, to consider assessing a number of specific properties that have incurred special charges of the following nature:
- Rental Registration and Inspection Penalties and Fees $6,220.00
- Nuisance/Property Maintenance Abatements/Penalties $16,400.00
- Grass/Weed Removal $8,400.00
- Snow Removal $2,270.00
- Unfounded Alarm $970.87
- Tree Removal and Branch Pick Up/Disposal $49,111.32
The properties proposed for assessment of unpaid special charges and notice can be viewed here and are located throughout the City of Moorhead; there is not a specific neighborhood or area that has accumulated special charges.
To participate and/or make a public comment:
- Email – neighborhood.services@moorheadmn.gov no later than 4:00 on Monday, July 13, 2026. We will acknowledge receipt of your comments via an e-mail and will submit your email to the Council for review and consideration.
- Mail - Send your written comments to: City of Moorhead, Neighborhood Services, PO Box 779, Moorhead, MN 56561. Letters received prior to 4:00 pm, Monday, July 13, 2026, will be submitted to the Council for review and consideration.
- During the Meeting – If you wish to speak during the meeting, please submit a Request to Speak form to the City Clerk and you will be given three minutes to speak.
Comments and Objections: Written or oral objections to the special assessment of these charges by any property owner will be considered at the public hearing. No appeal may be taken as to the amount of any assessment adopted unless a written objection signed by the affected property owner is filed with the Moorhead City Clerk prior to the assessment hearing or presented to the Moorhead City Clerk at the hearing. The Moorhead City Council may adopt the proposed assessment at the hearing.
Appeals: Pursuant to Minnesota Statute 429.081, an owner may appeal an assessment to district court by serving notice of the appeal upon the Mayor or City Clerk within 30 days after the adoption of the assessment and filing such notice with the district court within ten days after service upon the Mayor or Clerk.
Payments: The assessment may be prepaid (in part or in full – minimum $100 payment is required) to the Moorhead Finance Department prior to 4:30 PM on November 13 of the calendar year in which it is approved. Payments must be received in the City Finance Office by this time, not postmarked. Special charges assessments (except Petitioned Diseased Tree Removal) will be payable as a single installment and will be certified to the County Auditor for payment in the tax year following the assessment hearing. Petitioned Diseased Tree Removal assessments will be payable over five years. No prepayment received after 4:30 PM on November 13 will be accepted by the City as the entire amount plus interest will be certified to the County Auditor for payment.
