Notice to Competitors & Public Hearing | Essentia Health

Notice is hereby given that the City Council of the City of Moorhead, Minnesota will meet at 5:45 pm on Monday, July 13, 2026, to consider the application of Innovis Health LLC, doing business as Essentia Health, 3000 32nd Avenue South, Fargo, North Dakota, for tax incentives which the applicant will use in the substantial remodel of the former Wells Fargo building in downtown Moorhead for a full-service clinic located at 730 Center Ave, Moorhead, Minnesota, and is legally described as follows: 

All that part of Lots Three through Twenty‑Three, inclusive, Block Forty‑Two, Original Townsite to the City of Moorhead, Clay County, Minnesota, and the east half (forty feet) of vacated Seventh Street North adjacent to and immediately west of the afore described premises, which lies south of a line described as follows: beginning at the intersection of the east line of Lot Three and a point twenty‑five feet southwesterly perpendicularly and radially distant from the center of the track of the Burlington Northern Railroad Company, as said track is now located and constructed; thence northwesterly parallel and concentric with said track center line to the center line of vacated Seventh Street North and there terminating.

City Council meetings will be live-streamed to the City’s homepage at www.cityofmoorhead.com, on youtube.com/moorhead, and will air on Moorhead Community Access Media (MCAM) on Midco Channel 12 or Sparklight Channel 58.The City of Moorhead welcomes and encourages public participation. To participate and/or make a public comment in person, you must fill out a request to speak form. You will be given three minutes to speak. If you wish to make a comment prior to the meeting, or make arrangements to speak virtually during the meeting, please contact the City Clerk’s Office at CityClerk@moorheadmn.gov or call 218.299.5304 no later than noon the day of the meeting. 

This notice is given by the above-named applicant/project operator pursuant to the provisions of 2025 Minn. Stat. 469.1734 Subd. 7.
