RFP Street Asphalt Emulsions

The City of Moorhead, Minnesota (the "City") seeks proposals from providers of asphalt emulsion oils for the 2026 road construction season. The primary objectives are to provide emulsion oils to support the Public Works Street Department in chip sealing operations.

The asphalt emulsion oils shall be:

  • CRS2-2P or comparable grade.
  • Available within 10 days notice of project beginning, between May 1 and September 15.
  • Provided FOB within a 20 mile radius of Moorhead, MN.
  • Available to be picked up with the City of Moorhead distributor truck (2,000 + or - Gallons).
  • Available to be picked up Monday – Friday, 7:00 am to 5:00 pm.

The City of Moorhead Public Works department estimates approximately 65,000 gallons of product will be used in the 2026 season. This is not a guaranteed minimum purchase.

  • City Council Approval of RFP Selection April 27, 2026
  • Service Term: Beginning May 1, 2026 and completing September 15, 2026
