Notice of Public Hearing for Engineering Project No. 25-A6-03A - D/25-A6-05

Notice is hereby given that the City Council of Moorhead, Minnesota will meet in the Heritage Hjemkomst Center located at 202 1 Ave N, Moorhead MN, 56560 at 5:45 pm on Monday, March 23, 2026, to consider the Streets & Underground Utilities in Partridge Creek Addition, Regional Storm Water Pond, Trunk Sanitary Sewer Line and construction of a portion of 28 St S (Eng. Project Nos. 25-A6-03A -D/25-A6-05). The estimated cost of the improvements is $4,350,000.

You are further notified that it is proposed to make these improvements pursuant to Minnesota Statutes Section 429.011 through 429.111, as amended.  The area proposed to be assessed for the improvements includes all properties abutting the streets to be improved and consists of the following properties:

All properties (view map) located in:

  • Partridge Creek Addition
  • Lot 1, Block 3 of Prairie Parkway 2 Addition.
  • Lot 1, Block 1 of Good Shepherd 1 Addition
  • That parcel east of 28 St, whose legal description is N ½, NW ¼, less 28.82 Ac, Section 27, Township 139, Range 48, 900-Auditors Outlots to Moorhead
  • That parcel east of 28 St, whose legal description is S2, NW 4, Section 27, Township 139, Range 48, 900-Auditors Outlots to Moorhead
  • Those parcels to the west of Partridge Creek Addition, bounded by Burlington Northern Santa Fe Railroad on the west, 28 Street to the east, 40 Ave drainage ditch to the north and Moorhead City Limits to the south
  • That parcel in the SE corner of the NE quarter of Township 139 N, Range 48 W that is located outside the Moorhead City Limits, adjacent to and west of 28 St S. bound by the Moorhead City limits on the north and west sides, 28 St on the east side and that agricultural land on the SE corner of Township 139 N, Range 48 W.

A reasonable estimate of the impact of the assessment will be available at the hearing. 

The meeting will be live-streamed on the City’s YoutubeChannel and on air on Moorhead Community Access Media (MCAM) on Midco Channel 12 or Sparklight Channel 58

At the meeting the City of Moorhead will afford an opportunity for interested persons to be heard with respect to this project.  If you cannot attend the hearing in person you can still participate and/or make a public comment before the meeting, by submitting your written comments to:
