Notice of Public Hearing for Engineering Project 26-A2-02

Notice is hereby given that the City Council of Moorhead, Minnesota will meet in the Heritage Hjemkomst Center located at 202 1 Ave N, Moorhead MN, 56560 at 5:45 pm on Monday, March 23, 2026, to consider street improvements on 18 St N, 21 St N, 53 Ave N, 52 Ave N 51 Ave N, 49 Ave N, and Crystal Creek Dr Bituminous Mill and Overlay (Eng. Project No. 26-A2-02).  The estimated cost of the improvements is $1,100,000.

You are further notified that it is proposed to make these improvements pursuant to Minnesota Statutes Section 429.011 through 429.111, as amended. The area proposed to be assessed for the improvements includes all properties abutting the streets to be improved and consists of the following properties (view map):

  • All properties abutting 49, 50, 51, 52 and 53 Aves N, E of Oakport St N
  • All properties abutting 18 St N, E of Oakport St N, between 51 and 53 Aves N
  • All properties abutting Crystal Creek Dr, E of Oakport St N
  • All properties abutting 21 St N, E of Oakport St N, between Crystal Creek Dr and 50 Ave N

A reasonable estimate of the impact of the assessment will be available at the hearing. 

An engineer’s presentation of this project is available to view by following these steps:

  1. Go to www.moorheadmn.gov
  2. Click on Streets & Transit tab. 
  3. Select Construction Projects. 
  4. In the links, on the right-hand side of the screen, select 26-A2-02 – 18 St N & 50 Ave N (Crystal Creek) to view the presentation.

The meeting will be live streamed on the City’s YoutubeChannel and on air on Moorhead Community Access Media (MCAM) on Midco Channel 12 or Sparklight Channel 58

At the meeting the City of Moorhead will afford an opportunity for interested persons to be heard with respect to this project. If you cannot attend the hearing in person, you can still participate and/or make a public comment before the meeting, by submitting your written comments to:
