Charter & City Code
Moorhead operates under a home rule charter, which is like the city’s constitution. This charter outlines how our local government is structured and how it functions. Moorhead uses the Council-Manager form of government, meaning the City Council sets policy and a professional City Manager oversees day-to-day operations.
All of Moorhead’s laws are collected in the Moorhead City Code. This code includes every ordinance adopted by the City, along with any penalties for violations. It’s essentially the rulebook for how our community works.
A searchable copy of the City Code is available online. The web version of the code is hosted by Sterling Codifiers and is provided for informational purposes only. It may not reflect all of, or the must current, legislation that has been passed. The only official edition of the City Code is the printed version maintained by the City Clerk.
