Stormwater Management
The City of Moorhead is designated as a small Municipal Separate Storm Sewer Systems (MS4); therefore, the City is required to obtain coverage from the Minnesota Pollution Control Agency (MPCA) to discharge stormwater. For a copy of the Stormwater Pollution Prevention Program (SWPPP) contact us.
Stormwater Runoff
In a natural environment, rainwater and snowmelt soak into the ground or are captured by trees or other plants. As land is developed, it is covered by impervious surface, (e.g. rooftops, driveways, and parking lots), which prevents runoff from soaking into the ground. Runoff is captured and transported by the storm sewer system.
Stormwater Management
Stormwater management is essential in keeping our homes from flooding during storm events and to protect the environment in which we live. Stormwater runoff from streets and property contain pollutants such as automotive fluids, pet waste, fertilizers and grass clippings. These pollutants are carried into the storm sewer system and ultimately discharged into the Red River.

Stormwater Utility Fee
The stormwater utility fee is used to protect the waterway and land in the City by controlling flooding and protecting the natural environment. The fee assessed is used to cover costs for operating, maintaining and monitoring the stormwater system.
