Community Home Improvement Loan Options
The City of Moorhead and partner organizations offer several programs to help homeowners finance improvements:
- Community Home Improvement Loans
- Community Development Block Grant (CDBG) loans – For households with low to moderate income.
- Clay County HRA Rehabilitation Loans – For households with extremely low income.
- Minnesota Housing Fix Up Loans – Flexible options, some with no income limits.
- Neighborhood Impact Program - Designed to support neighborhood revitalization projects.
Which Loan Is Right for You?
Most programs have income limits, except for energy conservation and accessibility loans through Minnesota Housing's Fix Up program.
- Best loan terms are usually available through City of Moorhead CDBG or Clay County HRA programs, but these often have long waiting lists.
- Exception: If a life-safety repair is needed (verified by City inspection), the City may waive the waiting list.

The City partners with the Home Builders Association of Fargo-Moorhead Remodeler’s Council and Freedom Resource Center to provide accessibility ramps for lower-income individuals with disabilities living in Moorhead.
