Predatory Offenders

Minnesota law requires predatory offenders to register their current personal information with the local police department for at least 10 years due to the nature of their crimes and the proven increased risk of reoffending. Registered details include employment, residence, vehicle information, and physical description. The Moorhead Police Department takes this responsibility seriously, ensuring compliance and accuracy while supporting community safety.

Upon release, offenders report to probation officers and also undergo quarterly, in-person compliance checks by assigned police officers. These checks verify that registration details remain accurate and help offenders meet legal requirements, while giving officers a better understanding of the community.

Only Level III offenders are public information under Minnesota law. The Minnesota Department of Corrections lists Level III offenders online. The Bureau of Criminal Apprehension (BCA) maintains the statewide database as the single responsible agency. Address updates and other changes are reported to the BCA, which uses mail verification to confirm residency. If paperwork isn’t returned within 30 days, the offender is marked non‑compliant — a status that can be publicly disclosed under Minnesota law via the BCA website.
