R-HOME Program

Criminal activity and drug dealing can harm neighborhoods and reduce quality of life. A safe, healthy community starts with strong partnerships between property owners, residents, and law enforcement.

The R-HOME Program (Rental-Home Owners and Managers Education) helps landlords and property managers become effective partners in keeping neighborhoods safe and free from criminal activity. Our goal is to support responsible landlords seeking honest residents — and prevent dishonest tenants from abusing rental housing and the communities we share.

About the Program

R-HOME is a collaborative effort created by the Minnesota Crime Prevention Association (MNCPA) to provide uniform training on best management practices and Minnesota housing laws. This training equips property owners and managers with tools to:

  • Reduce crime in rental properties
  • Protect neighborhoods
  • Promote safe, quality housing

    The Kari Koskinen Manager Background Check Act (Minnesota statutes §§299C.66,299C.67,299C.68,299C.69,299C.70, and299C.71) requires Minnesota rental property owners to conduct background checks on any employee who may access a tenant's home as part of their duties. Prescription Drug Disposal Program

Unused prescription medications can be dangerous if they fall into the wrong hands. Keeping old prescriptions at home increases the risk of misuse, abuse, or accidental ingestion. That’s why the Moorhead Police Department offers a safe, anonymous way to dispose of medications — helping protect our families, our neighborhoods, and our environment.

How It Works

  • Location: Law Enforcement Center (911 11 St N, Moorhead, MN)
  • Hours: 24/7 access
  • Drop Box: Located in the front entryway for secure disposal through incineration — the safest method available. This prevents contamination of water systems from flushing medications or adding them to landfills.

What to Bring

  • Pills: Remove from bottles and place directly into the drop box. Dispose of empty bottles at home.
  • Liquids: Keep sealed in original container and place inside a zip-lock bag.
  • Needles: Not accepted in the drop box.

Vacation House Checks

Are you heading out of town? We can help keep your home safe while you’re away.

As a courtesy to Moorhead residents, Moorhead Police Volunteers will conduct security checks of your home at your request if you’re leaving for vacation, an extended trip, or heading south for the winter. This free service helps give you peace of mind while you’re away.

How It Works

  • Residents requesting vacation house checks must secure all doors and windows before leaving.
  • If any doors or windows are found open, an officer will investigate and secure the home.

Tips to Keep Your Home Safe While Away

  1. Stop mail and newspaper delivery.
  2. Use light timers throughout the house.
  3. Arrange for snow removal in winter and lawn care in summer.
  4. Have a neighbor drive in your driveway after fresh snowfall.
  5. Leave a key with a trusted neighbor, friend, or family member — never hide keys outside.
  6. Unplug electronics and small appliances to prevent power surges.
