    RFP Street Asphalt Emulsions

    The City of Moorhead, Minnesota (the "City") seeks proposals from providers of asphalt emulsion oils for the 2026 road construction season. The primary objectives are to provide emulsion oils to support the Public Works Street Department in chip sealing operations.

    The asphalt emulsion oils shall be:

    • CRS2-2P or comparable grade.
    • Available within 10 days notice of project beginning, between May 1 and September 15.
    • Provided FOB within a 20 mile radius of Moorhead, MN.
    • Available to be picked up with the City of Moorhead distributor truck (2,000 + or - Gallons).
    • Available to be picked up Monday – Friday, 7:00 am to 5:00 pm.

    The City of Moorhead Public Works department estimates approximately 65,000 gallons of product will be used in the 2026 season. This is not a guaranteed minimum purchase.

    • Service Term: Beginning May 1, 2026 and completing September 15, 2026

    Request for Proposals Street Asphalt Materials

    The City of Moorhead, Minnesota seeks proposals from providers of asphalt hot mix materials for the 2026 road maintenance construction season. The vendor will provide asphalt hot mix materials to support the Public Works Street Department in asphalt paving operations.

    The asphalt hot mix materials shall be:

    • NDDOT FAA 43 58-28 or comparable.
    • SPWEB340B or comparable.
    • Available to be picked up Monday – Friday, 7:00 am to 5:00 pm.
    • Available to be picked up with the City of Moorhead trucks.

    The City of Moorhead Public Works department performs several paving projects within the city limits. Due to the variable project locations the travel distance for product will also vary. The department will select the most favorable vendor for each project location based on the availability of product, cost, and travel distance.
